The City of Toronto is pleased to announce the Toronto Business Incubation & Commercialization Grant Program 2026, designed to support non-profit organizations that foster entrepreneurship, innovation, and business growth in the region. This grant program provides essential funding to incubators, accelerators, and other entrepreneurship-focused organizations to help them deliver high-quality programs and services to entrepreneurs and start-ups, ultimately contributing to local economic development and job creation.

Purpose of the Program

The grant program is intended specifically for non-profit organizations rather than individual for-profit businesses. Its primary goal is to strengthen the local entrepreneurship ecosystem by providing funding to organizations that help new and emerging businesses develop, scale, and succeed. Through this initiative, the City of Toronto seeks to enhance organizational capacity, support innovative programming, and ensure sustainable business practices for incubators and accelerators operating in the region.

The program recognizes that successful entrepreneurship ecosystems require more than just capital for start-ups. They also need structured guidance, mentorship, networking opportunities, workspace, and access to critical resources. By funding non-profit organizations that provide these services, the City of Toronto aims to create a thriving environment where start-ups can grow, create jobs, and contribute to the city’s economic vibrancy.

Funding Streams

The program offers two primary funding streams to accommodate organizations at different stages of development and scale:

  1. Programs & Events Stream
    This stream supports entrepreneurship programming and events that target new businesses and start-ups. Grants under this stream can cover up to 50% of eligible program expenses. The maximum funding amount is $20,000 for programs and $10,000 for events. Payments are structured to include an initial tranche of 75% upfront, with the remaining 25% disbursed upon program or event completion. This stream is ideal for organizations looking to fund workshops, training sessions, networking events, and other initiatives that enhance entrepreneurial skills and opportunities.
  2. Multi-Year Operating Stream
    This stream is designed for more established organizations with a proven track record in supporting entrepreneurship. It provides funding for up to 20% of eligible operating expenses, with a maximum of $100,000 per organization over a three-year cycle. Funding is also disbursed in two stages: 75% upfront and 25% upon completion of program deliverables. Eligibility under this stream requires organizations to demonstrate long-term impact, financial stability, and a strong record of supporting start-ups over multiple years.
Eligibility Criteria

Eligible applicants must be non-profit organizations based in Toronto that provide incubation, acceleration, or entrepreneurship support. This includes:

  • Pre-incubators, which help develop business ideas through mentoring, market research, and advisory support.
  • Incubators, which guide businesses from concept to operation, providing workspace, equipment access, mentoring, and business advisory services.
  • Accelerators, which support start-ups in achieving rapid growth through programming that includes market readiness, strategic financing, mentorship, and workspace access.
  • Post-secondary institutions with entrepreneurship programs or incubator/accelerator initiatives. For these institutions, the Programs & Events Stream applies, with a maximum of four grants per institution.
  • Industry associations focused on entrepreneurship development within their sector.

Additional eligibility requirements include incorporation as a non-profit organization for at least two years (Programs & Events Stream) or three years (Multi-Year Operating Stream), submission of detailed program plans and budgets, proof of organizational capacity, and financial documentation demonstrating appropriate revenues for the respective funding stream.

Evaluation Process

Applications are evaluated based on several key factors, including alignment with program goals, potential impact on Toronto’s entrepreneurial ecosystem, quality and feasibility of proposed programs, organizational capacity to deliver, and financial sustainability. Selected organizations are expected to demonstrate measurable outcomes and the ability to support meaningful business growth and job creation.

Application Process

Organizations interested in applying must complete an online application form, providing detailed information about their organizational history, proposed programs or events, target audience, and financials. Funding decisions are competitive, with priority given to organizations that demonstrate innovation, inclusivity, and a strong potential for impact within the Toronto entrepreneurship ecosystem.
