The United Nations Educational, Scientific and Cultural Organization (UNESCO) is currently inviting applications for several Junior Research Consultant positions to support its renowned Global Education Monitoring (GEM) Report. The GEM Report is widely used by governments, international organizations, researchers, and civil society actors to inform policy development and education reform. In addition to its annual global report, the GEM team produces regional editions, thematic studies, analytical briefs, and country education profiles that provide insights into education systems worldwide.

Purpose of the Consultancy

The Junior Research Consultant roles are designed to strengthen the analytical and research capacity of the GEM Report team. Selected consultants will contribute directly to the development of report chapters, background research, case studies, and country-level analyses. The assignments will vary depending on thematic and regional priorities but will all support UNESCO’s broader mission of advancing equitable and inclusive education systems.

These consultancies are offered on a non-staff contractual basis, with an expected duration of seven to eleven months, depending on project needs and performance.

Key Responsibilities

Junior Research Consultants will work closely with senior researchers, analysts, and communications specialists. Typical responsibilities may include:

  • Conducting comprehensive literature reviews on education policy, systems, and reforms
  • Drafting and editing analytical text for global, regional, or thematic education reports
  • Supporting the preparation and updating of country education profiles and datasets
  • Analyzing qualitative and quantitative data related to education indicators and trends
  • Assisting with fact-checking, referencing, and quality assurance processes
  • Contributing to background materials used for advocacy, presentations, and dissemination

The role requires strong attention to detail, analytical thinking, and the ability to synthesize complex information into clear, policy-relevant outputs.

Required Qualifications and Experience

To be eligible for consideration, applicants must meet the following criteria:

  • A Master’s degree or equivalent in Education, Economics, Social Sciences, Public Policy, International Development, or a closely related field
  • At least two years of relevant professional or academic research experience, particularly in education or social policy
  • Demonstrated ability to conduct independent research and produce high-quality written analysis
  • Excellent command of English, both written and spoken

Knowledge of additional languages and familiarity with global education frameworks or SDG indicators will be considered an advantage.

  • Strong research, analytical, and writing skills
  • Ability to work effectively in a remote, multicultural environment

Remuneration will be based on the consultant’s qualifications, experience, and proposed financial terms, in line with UNESCO’s consultancy guidelines.
