UN Technology Bank International Consultancy to Prepare a Report Drawing on Technology Needs Assessments 2026

The United Nations Technology Bank for the Least Developed Countries is inviting applications for an international consultancy to prepare a report drawing on Technology Needs Assessments (TNAs). The selected consultant will analyse 16 completed Technology Needs Assessments from Least Developed Countries (LDCs) and turn the findings into a concise, evidence-based report. The United Nations Technology Bank for the Least Developed Countries works to strengthen science, technology and innovation capacity in countries that face significant development challenges. For this consultancy, the UN Technology Bank wants to bring together lessons from 16 Technology Needs Assessments conducted in different LDCs. These assessments examined national technology priorities, institutional environments, barriers to technology adoption, technical capacity, and opportunities for strengthening technological development.

The countries covered by the assessments include Bangladesh, Benin, Bhutan, Cambodia, Djibouti, The Gambia, Guinea, Kiribati, Lesotho, Malawi, Mozambique, Rwanda, Sierra Leone, Tanzania, Timor-Leste and Uganda.

The consultant will review these assessments and identify both common patterns and important differences between countries. The resulting report will help governments and development partners better understand the technology needs of LDCs and how international support can be improved.

• Experience leading or co-leading comparative, cross-country or thematic policy publications.
• Experience producing high-quality policy-oriented publications.
• Strong ability to analyse qualitative and quantitative information.
• Ability to synthesize information from different sources.
• Strong policy writing and analytical skills.
• Ability to formulate practical policy recommendations.
• Strong communication skills.
